Harris is blowing smoke. She cannot restore Roe v. Wade. A president has no direct means to amend the constitution. That requires a vote of approval from 3/4 of the 50 state legislatures (about 37 states). For one thing, roughly only 15 states are expected to vote blue this election. She doesn't sling enough weight to score an amendment. For another, SCOTUS restored the right to decide on abortion to the state level. Why would states opposed to abortion vote to restore abortion at the nationwide level? Why would states in favor of abortion defer regulation to the federal level? Harris is banking on public ignorance to solicit votes. Abolition is a prime example. Contrary to popular myth, Lincoln's Emancipation Proclamation of 1863 did not end slavery. There were 15 slave states when the Civil War began in 1861. Lincoln exempted 5 of those slave states because those 5 remained in the Union. He feared they would secede and join the Confederacy. The Confederacy ignored Lincoln's order for they answered to the Confederate president, Jefferson Davis. Slavery was not outlawed until 27 of the 36 state legislatures voted in favor of the 13th amendment in December 1865.

If the judges get an average 18 years on the SC and one is added every 2 years, there will be 9 judges on average. There could be a transient period in the beginning where there will be more than 9 judges, depending on how the scheme is implemented, as the current cohort of judges age out. The main effect of this scheme, however, will be that eventually, on average, all presidents get to appoint the same number of judges over a 4 year term, with 9 remaining the total number of judges.
